WHEREAS the Prime Minister of Canada, Jean Chrétien, the Prime Minister of Quebec,
Lucien Bouchard and the Prime Minister of Newfoundland are negotiating together various
political and legal strategies to officially include the Labrador territory in the
province of Newfoundland; and
WHEREAS this exercise is conducted without the Innus knowledge, involvement or consent; and
WHEREAS the Constitution Act of 1982 recognizes the Aboriginal rights of the Aboriginal Peoples;
THEREFORE BE IT RESOLVED to inform the three governments involved and the Canadians at large, that the coveted territory in question, Labrador, is and will always be « Nitassinan », part of the national territory of the Innu Nation; and
FURTHER BE IT RESOLVED that the Chiefs-in-Assembly condemn any constitutional amendment for the purpose of changing the name or the boundaries of the province of Newfoundland without Innu consent; and
FURTHER BE IT RESOLVED that the Assembly of First Nations, convened in the Assembly of the Confederacy of Nations, this December 8, 1999 in Ottawa, officially recognize the ancestral individual and collective rights, the territorial title and sovereignty of the Innu Nation on its territory; and
BE IT FINALLY RESOLVED to support the Innu solidarity in its efforts to protect its territorial integrity against any mega-project, including the Lower Churchill.
